“Veja só sr. polícia, o marujo que eu empurrei borda fora sabe nadar e não se afogou. E até chamei a guarda costeira para o recolher. Salvei-o, é o que é.”
Esta rábula ilustra o que aconteceu entre Trump e o Kim. Ambos se entretiveram a quase iniciar uma guerra nuclear e agora encontraram-se para voltar ao ponto de partida em que estavam quando começaram a medir o tamanho das respectivas pilas.
A comunicação social, talvez por suspirar de alívio, confunde voltar à estaca zero com progresso. Não lhes ficava mal recordar os leitores que este tipo de tratado não foi o primeiro que os EUA estabeleceram com a Coreia do Norte e não será, seguramente, o último deles a dar em nada.
Fica a seguir uma selecção, em nada exaustiva, para ilustrar um ponto simples: este tratado de 2018 vale zero. Serviu, isso sim, para dois líderes melhorarem a péssima imagem resultante dos seus próprios actos.
December 12, 1985: North Korea accedes to the nuclear Nonproliferation Treaty (NPT) but does not complete a safeguards agreement with the International Atomic Energy Agency (IAEA).
In 1994 (…) the United States and North Korea signed the Agreed Framework. Under this agreement, Pyongyang committed to freezing its illicit plutonium weapons program in exchange for aid.
Following the collapse of this agreement in 2002, North Korea claimed that it had withdrawn from the NPT in January 2003 and once again began operating its nuclear facilities
January 10, 2003: North Korea announces its withdrawal from the nuclear Nonproliferation Treaty (NPT), effective January 11.
September 19, 2005: (…) North Korea commits “to abandoning all nuclear weapons and existing nuclear programs and returning, at an early date, to the Treaty on the Non-Proliferation of Nuclear Weapons and to IAEA safeguards.”
Those talks, however, broke down in 2009 following disagreements over verification and an internationally condemned North Korea rocket launch.
January 11, 2010: The North Korean Foreign Ministry issues a statement suggesting talks begin on replacing the 1953 ceasefire with a peace treaty.
June 12, 2018: U.S. President Trump meets with North Korean leader Kim Jong Un in Singapore at the Capella hotel in the first summit between the sitting leaders of the two countries. Trump and Kim sign a joint declaration agreeing to “establish new US-DPRK relations,” “build a lasting and stable peace regime on the Korean peninsula” and recover POW/MIA remains. Kim also committed to “work toward complete denuclearization on the Korean peninsula” and Trump committed to provide security guarantees for North Korea.
