Vítor Manuel Rodrigues Alves nasceu em 1935 em Mafra. Militar. Esteve 11 anos em África, durante a Guerra Colonial. Recebeu o Prémio Governador-Geral de Angola, em 1969, pelo trabalho desenvolvido em prol das populações. Integrou o movimento de protesto contra o Congresso dos Combatentes, em 1973, e no mesmo ano aderiu ao Movimento dos Capitães, a cuja primeira Comissão Coordenadora e Executiva pertenceu.
Tinha a seu cargo a ligação com os outros ramos das Forças Armadas e a coordenação da parte política do programa do MFA, negociando esse programa com Spínola e Costa Gomes. No dia 25 de Abril, foi o responsável pelo primeiro comunicado divulgado à população – «Daqui, Posto de Comando do Movimento das Forças Armadas» e substituiu Otelo Saraiva de Carvalho, a partir das 16 horas, no Quartel da Pontinha.
Nos meses que se seguiram, fez parte de 3 Governos Provisórios: no II e III, foi Ministro sem Pasta, com a tutela da Comunicação Social. Neste cargo, fez aprovar a primeira Lei de Imprensa, que esteve em vigor durante 15 anos; no VI Governo Provisório, foi Ministro da Educação e Investigação Científica durante 9 meses, fixando, entre muitas outras medidas, a escolaridade obrigatória e gratuita nos 6 anos de escolaridade.
Entre 1975 e 1982, integrou o Conselho da Revolução, sendo que no primeiro daqueles anos subscreveu o chamado «Documento dos Nove». Foi um dos fundadores, em 1982, da Associação 25 de Abril. Em 1983, foi indigitado para o Conselho de Estado e passados 2 anos aderiu ao PRD, pelo qual concorreu às eleições autárquicas de 1985.
